Under Maine UI rule 12-172 ch. 9, someone whose primary objective is self-employment (running or setting up a venture and not available or willing to work full-time for an employer) is not considered unemployed; part-time earnings must be reported and reduce the benefit.

• Maine Division of Vocational Rehabilitation (MDOL Bureau of Rehabilitation Services): DVR rule 12-152 ch. 1 §9 supports businesses at least 51% owned by the client (not non-profits or hobbies), requires self-employment orientation and a full business plan plus client contribution, and caps DVR spending at $7,500 for a self-sufficient business or $2,500 where public benefits continue (exceptions possible).
