EDD treats a self-employed person as potentially 'unemployed', because they are not performing services under a contract of hire. Self-employment income counts as wages, is reported weekly and is deducted under the partial formula. You must still be able, available and looking for work (Benefit Determination Guide TPU 415.05). How self-employment affects your benefit
EDD treats a self-employed person as potentially 'unemployed', because they are not performing services under a contract of hire. Self-employment income counts as wages, is reported weekly and is deducted under the partial formula. You must still be able, available and looking for work (Benefit Determination Guide TPU 415.05).
If weekly earnings are $100 or less, the first $25 is ignored; if $101 or more, the first 25% is ignored. The remainder is subtracted from the weekly benefit.

- California Department of Rehabilitation (DOR): DOR runs a Self-Employment Program that helps consumers develop a business concept and a small business summary or plan. It can fund training, technical assistance, accommodations, and start-up goods/inventory for the first 6 months.
- Medicaid: California expanded Medicaid, so the new work requirement applies to expansion adults: 80 hours or $580 net a month, and hours on your business count. DHCS must comply by 1 Jan 2027: Medi-Cal expansion adults aged 19-64 must show 80 hours a month of work, school, volunteering or training, or $580 a month in income, unless exempt.
- SBA Microloans of up to $50,000, and free advice from your local SBDC and SCORE mentors.
