# Ordinary Universal Credit or the start-up period: which are you on, and what must you do?

There are two ways to be on Universal Credit while you build something of your own. Most people start on **ordinary Universal Credit**, looking for work and working on their project alongside it. When the business becomes your main work, you can move to the **12-month start-up period**, where job search stops. Here’s exactly what each one asks of you.

## How to keep getting Universal Credit while you look for work and build your project

    Agree your claimant commitment, and keep to it.
    
    It sets your job-search hours: usually up to 35 a week, fewer if you have a health condition, caring or childcare responsibilities.

    Get your business work counted.
    
    Ask your work coach to agree hours on your business plan as “work preparation”. Agreed hours come off your job-search hours, for example 5 hours on the plan and 30 searching. Make sure it’s written into your commitment.

    Search for work that gives you the best chance of a job.
    
    Jobs within 90 minutes’ travel each way. Quality counts, not just time: tailored applications beat bulk ones. For your first 4 weeks you can stick to your usual type of work.

    Record everything.
    
    DWP accepts your own written record, copies of applications and emails, activity on job sites and journal entries. Pontia keeps this record for you, ready to copy into your journal.

    Go to every appointment.
    
    Missing one without good reason stops part of your payment until you go back, plus 7 days (then 14, then 28).

    Apply for jobs your work coach asks you to, and only apply for jobs you would take.
    
    Not applying when told to, or turning down a job offer, is a 91-day sanction (182 for a repeat).

    Tell Universal Credit about your self-employment.
    
    You’ll be invited to a self-employment Gateway Interview. Bring your business details, records, invoices, website or social media and business plan. Missing it can stop your Universal Credit.

    Report your business money every month.
    
    At the end of each assessment period: money in, minus business costs you actually paid. Report even if it’s nothing: you’re not paid until you do. HMRC’s £1,000 trading allowance does not apply to Universal Credit.

    Keep business money in its own account.
    
    Business assets don’t count towards the £16,000 savings limit, but moving personal savings into a “business” account to get under it can be treated as still yours.

     Register with HMRC.
     
     Register for Self Assessment by 5 October after the tax year you started trading.
     

## When to move to the start-up period

Your work coach decides at a self-employment Gateway Interview whether you’re **gainfully self-employed**: the business is your main work (usually more than half your working hours), and it’s organised, developed, regular and run to make a profit. A new business with no income yet can pass if the plan, preparation, pricing and marketing show that.

The decision **can’t be backdated**, and you get **one start-up period** (another only after 5 years, for a different business). So move when you’re ready to make the most of 12 months without job search, and use them to build towards the minimum income floor.

If you’re **not** found gainfully self-employed, you stay on ordinary Universal Credit with job search. Your commitment can be adapted to your business, self-employment can be agreed as your job goal, and you can ask for a mandatory reconsideration.

## Sanctions on ordinary Universal Credit

A sanction takes money off your standard allowance for each day: £13.90 a day if you’re single and 25 or over, £11.10 if you’re under 25 (2026/27).

## Questions

Can I work on my business while I’m on Universal Credit and looking for work?+

Yes. You keep meeting your claimant commitment, and you can ask your work coach to count hours on your business plan as work preparation, which reduces your job-search hours. Report any earnings every month.

When should I move to the start-up period?+

When the business is your main work and it’s organised, regular and aimed at making a profit. A new business with no income yet can qualify. You only get one start-up period, so move when you’re ready to use the 12 months.

What if my work coach says I’m not gainfully self-employed?+

You stay on Universal Credit with job search, and your commitment can be adapted to take your business into account; self-employment can be agreed as your job goal. You can ask for a mandatory reconsideration.
